There are many interpretations, methodological approaches and discussions around the labour skills certification. Vocational training actors in the region are increasingly using the principles and methodologies related to competency-based training and certification. 

But why is the topic attracting so much interest now? How clear are the reasons that lead different actors, public and private, to implement certification systems?
