Global inventory of regional and national qualifications frameworks 2017. Volume I: Thematic chapters

The 2017 inventory shows that countries around the globe are reforming their national qualification systems to improve the readability, quality and relevance of qualifications. Learning-outcomes-based national qualifications
frameworks (NQFs) are playing an increasingly important role in these reforms.
The global inventory draws on inventories from four agencies: the European Centre for the Development of Vocational Training (Cedefop), the European Training Foundation (ETF), the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and the UNESCO Institute for Lifelong Learning (UIL), working and communicating with country officials and experts. It also draws on extensive international research in qualifications reforms, comparability of qualifications, and use of learning outcomes. In this volume, the thematic chapters are structured around the three strands related to the purposes and impact of frameworks, the role of frameworks as catalysts for lifelong learning, and the role of frameworks in promoting international and global communication and cooperation.
