SENAC Brazil assumes the pro tempore presidency of the Alliance for Dual Training in Latin America and the Caribbean
Montevideo, 8 April 2025 — Within the framework of the First 2025 Meeting of the Council of the Alliance for Dual Training in Latin America and the Caribbean, held virtually and driven by the technical secretariat led by ILO/Cinterfor, the transfer of the pro tempore presidency from INFOTEP (Dominican Republic) to SENAC (Brazil) was formalised, marking the beginning of a new cycle for this regional network that promotes dual training as a key strategy to improve youth employability and productivity in the region.
During the meeting, representatives from SENAC expressed their commitment to an ambitious agenda focused on strengthening quality learning, engaging with the productive sector, promoting ILO Recommendation 208, and organising the next in-person event of the Alliance, to be held in October in Rio de Janeiro.
“It will be a great pleasure to welcome you to discuss and strengthen the dual training model,” said Anna Beatriz Waehneldt, Director of Vocational Training at SENAC, who presented the main lines of action for her pro tempore mandate, including an international conference and a programme aligned with the needs of the member countries.
For his part, INFOTEP’s Director General, Rafael Santos Badía, gave an emotional summary of the year’s term, highlighting activities such as the international conference in Santo Domingo, webinars on artificial intelligence and formative assessment, as well as the National Meeting of Dual Training Monitors in the Dominican Republic. “This presidency positioned us as regional leaders in dual training. We will continue to contribute,” affirmed Santos Badía.
The meeting also served to pay tribute to INFOTEP’s commitment and to welcome the new Brazilian leadership.
Johanna Elsässer of BIBB (Germany) noted: “Working together through the Alliance offers us a powerful platform to bring this vision to life.”
From ILO/Cinterfor, Director Elena Montobbio emphasised the importance of dual training as a response to the economic and social crisis in the region. “In this uncertain context, dual training is emerging as one of the most sustainable solutions. This horizontal network strengthens our collective capabilities,” she stated.
The session concluded with words of thanks to both the outgoing and incoming presidencies, and a call to all Alliance institutions to actively contribute to the new work plan to be developed in partnership with SENAC throughout 2025.
