Ibero-American tripartite meeting on Vocational Training and Social Dialogue
The Ibero-American Tripartite Meeting on Vocational Training and Dialogue took place at the ILO Regional Office for Latin America and the Caribbean (Lima, Peru) from 14 to 16 November 2023. The event is part of an Ibero-American social dialogue process organised by ILO/Cinterfor with the technical and financial support of the State Foundation for Employment Training (FUNDAE) of Spain covering 2023 and 2024, which foresees the holding of two virtual events and one face-to-face event each year.
The meeting was attended by representatives of ministries of labour, employers' organisations and workers' organisations from Argentina, Brazil, Chile, Colombia, Costa Rica, Ecuador, Spain, Mexico, Panama and Uruguay.
During the meeting, a horizontal exchange took place between representatives of ILO tripartite constituents from Latin America and the Caribbean and Spain on issues such as:
- The situation and potential of social dialogue in vocational training in Latin America, the Caribbean and Spain.
- Transitions in the world of work and their implications for vocational training.
- Labour market observatories, the detection of training needs and their link with social dialogue.
- Vulnerable populations, access to training and the role of tripartite actors.
- Lifelong learning and skills development; the role of vocational training in formalisation strategies.
- Social dialogue and resource mobilisation for projects.
In addition, the participants jointly defined the general guidelines (themes, structure, calendar) of the activities of the Ibero-American social dialogue process for the year 2024. In this sense, it was agreed to give continuity to the Ibero-American tripartite social dialogue process during 2024, aiming at its consolidation as a permanent space for building agreements between constituents in order to strengthen the role of social dialogue in the construction of skills development and lifelong learning policies.
An operational agreement document is being developed by ILO/Cinterfor on the basis of inputs received from government, employers' and workers' representatives. Once approved, it will become the roadmap for 2024.
