Videoconference: Regional experience on digital maturity in vocational training
The digital transition, an established and rapidly advancing process, presents vocational education and training systems with a key challenge, namely their own digital transformation. In this webinar we will focus on one particular aspect of this digital transformation, the one that manages to make effective and transformative use of digital technologies at the level of schools, teachers and students.
VET institutions in the region have been making steady progress in digitising information and processes since the beginning of this century. However, in our experience, there were no conceptual frameworks and tools to establish baselines and regular evaluations to provide evidence for continuous improvement.
In 2020 ILO/Cinterfor set out to develop and make available a tool that would allow member vocational training institutions to survey key aspects of digital maturity in their organisations.
We also succeeded in generating a learning community to exchange towards the development of a common version of the tool, to share learning, to support the application of the tool and to work together on the development of complementary by-products for analysis and use of the information generated by the tool.
During 2021, the SELFIE tool developed by the Joint Research Center (JRC) of the European Union was studied and adapted together with SENAI - DN, and a pilot test was carried out to validate the adaptations introduced.
In 2022, a regional working group was formed with the active participation of the Paula Souza Centre in Sao Paulo, Brazil, INFOCAL in Santa Cruz, Bolivia, INTECAP in Guatemala, SENAC and SENAI in Brazil, SENATI in Peru, and UTEC in Uruguay. In the framework of this community, regular meetings are held to discuss the improvement and adaptation of the tool, pilot applications have been supported and developed, and common products have been developed, such as the basic guide for the application of the tool.
The collaboratively developed roadmap proposes to advance in the general application of the tool, as well as in the availability of software for the comprehensive management of the tool and the development of indicators for data analysis.
In this videoconference, which was coordinated by Rodrigo Filgueira, specialist in digitisation and vocational training at ILO/Cinterfor, the objective was to review the basic conceptual elements, analyse the case of SENAI, an institution that has implemented a nationwide application of the tool, and share the projected roadmap towards 2024.
There were the outstanding participations of Felipe Morgado, Superintendent of Professional and Higher Education, who presented the relevance of the work in this area for SENAI and the cooperation strategy with the region; and Hugo Nakatani, Industrial Development Analyst, who presented the SELFIE Adaptation: details, pilot applications, results and statistical validation.
