Video conferencing 7/29: Towards a Regional Qualifications Framework in Latin America and the Caribbean. Purpose, goals and evolution of frameworks.

This session, held on Thursday 29 July, is part of a series hosted by ILO/Cinterfor in collaboration with the Organization of American States (OAS) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) with the aim of addressing qualifications frameworks.

The event was attended by Eduarda Castel Branco, Senior Expert in Human Capital Development, member of the Africa technical team of the European Training Foundation (ETF), who shared the main definitions on the subject: qualifications system, regional and national qualifications frameworks; their scope; elements and dimensions for quality assurance; levels and their descriptions in the African qualifications framework; the use of learning achievements for international comparability, among many other issues.

According to Castel, national and regional frameworks need to change in order to adjust to the global transformations. Qualifications are changing, and educational and training institutions must open up to new types of learning and recognise learning outcomes from non-formal and informal contexts. New concepts and tools, such as micro-credentials and digital technologies to recognise the learning process (digital certificates) are appearing more and more frequently and are gradually becoming part of the general reality of our education and training systems.

The session, which was attended by around 200 people from all over the region, was facilitated by Liliana González, ILO/Cinterfor consultant and Fernando Vargas, ILO/Cinterfor vocational training specialist.
