General
- In order to mitigate the effects of the economic crisis on the most vulnerable young people the programme aimed to improve the employability conditions and labor and social insertion levels of unemployed youth.
Specific
- Develop basic and specific skills for a given occupation, until the semi-skilled worker level is reached.
- Promote the development of basic, social and transverse skills of young people, to improve their ability to relate with others and perform work.
- Strengthen the supply of training based on the demands of the productive sectors and the characteristics and expectations of the young people.
- Bringing young beneficiaries and ECAP to the business environment.
- Additionally, it is sought to strengthen the National Training System.
Young people from vulnerable sectors between 18 and 25 years.
This programme was intended to improve the chances of employment and social inclusion of young unemployed poor (approximately 100,000 young people over a period of three years), through job training in semi-skilled trades in seven major cities (Bogotá, Medellín, Cali, Barranquilla, Bucaramanga, Manizales and Cartagena) and 24 surrounding municipalities.
The training consisted of :
- Regular classes, three-month sessions imparted in sessions of six hours. During this time young people were trained in a specific occupation, where transverse skills.
- Internship phase, three-month and 480 hours of work. It was performed in companies legally established in order to provide students the opportunity to know the reality of the world of work and to strengthen the knowledge and skills obtained in the previous phase.
Throughout training the students were oriented towards building their "Life Project".
The programme provided financial support to young people for their travel expenses and refreshments during the training. Also, it provided a special allowance to mothers with children under 7 years.
The programme covered the cost of an insurance policy in case of personal accident for education sector and a civil responsibility policy. These covered all beneficiaries enrolled in job training courses during the six months of training.

Improvement in the employment situation of young people generated a change in the composition of household expenditure.
The strategy adopted to impart specific courses and to involve companies,was appropriate for meeting the objectives of the programme.
- Strengthened job training offer (212 ECAP).
- A network of over 330 certified ECAP through a national register of training institutions (REC) was set.
- More than 3,000 companies linked the programme enabling young people to develop the labor internship.
- 97% of young people completed the regular classes and 92% completed the practical phase.
- 47,000 young people trained and with labor experience per year.
