Bécate - Programa Becas para la capacitación para el trabajo (Get a scholarship – Scholarships programme for job training). STPS. México.
Bécate is an active employment policy that provides support and promotes favorable conditions for training, depending on labor market requirements. Its purpose is to facilitate the entry or permanence in a job or developing a self- productive activity.
- Unemployed people who are looking for work or under-employed people.
- Young people aged 16 and require training to improve their employment situation.
- Not eligible for these benefits are young people who are studying.
While not focused only on young people, these are 60% of the people served.
The support consists of grants totaling 1-3 month salaries and training has a duration ranging from 1-3 months, with a minimum of 6 hours from Monday to Friday, depending on the contents of the training programme.
It offers five modes of training:
- Productive training: These grants are intended to support those who already have a small business and want to strengthen their knowledge or expand it, whether technical or administrative.
- Joint Training: Companies being under installation or expansion of their productive plant, can apply for this grant to train unemployed people, which then will be hired. Training is done on the premises of the undertaking or training entity. Transportation assistance is provided.
- Training for self-employment: People who have knowledge and skills to perform a job, but cannot find it, can apply for this scholarship, to re-train or upgrade their skills for self-employment. They are provided with transportation assistance and accident insurance during the training period.
- Training in work practice (CPL): The unemployed can benefit from this type of scholarship, to be trained carrying out internships in small businesses, which may have the option of hiring them at the end of training. Training may cover technical or administrative areas. Transportation assistance and accident insurance during the training period are provided.
- Training Vouchers: Unemployed people that need to be retrained, or need to strengthen or complement their knowledge and labor skills can benefit from this modality in order to be hired. Training will be available in any private or public institution that offers it.
The labor practice is taught in business in order to facilitate young people labor entry.
The program has been evaluated since 1993 by several recognition instances as the Inter-American Development Bank and public and private institutions.
Evaluations show that the impact of “Bécate” in income and employability is positive in 75%, although it varies according to personal attributes and attention approach.
Approximately 7 out of 10 are hired by a company, while 3 of 10 increase their abilities and skills to improve the possibility of their entry to the labour market.
The programme has been replicated in 32 states of the Mexican Republic, as it is an active employment policy which can adapt to the demands of the local labor market.
Between 2008 and 2011 3.000 scholarships were awarded, same quantity was seeking employment.
