Training programme in the construction industry for the Penitentiary System population – UOCRA Foundation

Objetivos: 

To provide the necessary skills for inmates to reintegrate into society and contribute to it when they regain their freedom.

Población objetivo: 

Inmates of the penitentiary system, within and out walls, staff dependent of the penitentiary system.

Descripción: 

UOCRA Foundation develops a training project aimed to provide skills to people deprived of freedom, providing a tool to reintegrate them into society through work.

Furthermore, the project contributes, through the implementation of theoretical-practical courses, to the strengthening and improvement of the infrastructure of the penitentiary system.  There is also the possibility that the trained inmates be employed by the companies that develop infrastructure constructions within the prison units, allowing them to get paid to serve as support for their families.

The Foundation selects the coordinator and instructor, prepares the curricula and teaching materials for students, besides managing the necessary administrative documentation.

Participants receive a basic  manual on health and safety at work and one on labour relations, containing the typical features of the employment contract in the construction industry.

Training has a 160 hour duration, from Monday through Friday, 4 hours a day in two months, with the possibility of making a second training course of 80 hours.  The course may be adapted to the possibilities of participants, since as they are at the previous stage to freedom, the law enables them to temporary releases.

 

Factores clave: 
  • All training actions have two common modules, one on health and safety and other on labour relations.
  •  The “articulator” role, whose function is to approach and connect with unemployed workers and job opportunities, appears.
  • Students receive a certificate and labour registration card issued by the Institute of Statistics and Registration of the Construction Industry (IERIC), legal instrument necessary to access a registered employment in this industry.
  • Graduates and persons free from the penitentiary system have the possibility to continue the education in some of the institutions belonging to the network of  training institutions comprised by UOCRA Foundation.
  • Practices are held preferably in common spaces.
  • It is necessary to have the correct channels of communication in each unit (through heads of department, heads of treatment, heads of pavilion and the references of the training institution).
Resultados: 

By July 2011, 29 actions for 670 participants were carried out.
