Objetivos: 

Generate opportunities for social inclusion and employment for young people through integrated actions that allow them to have the professional profile in which they would like to serve, finish their compulsory education, conduct training and practical experience in work environments, initiating a productive activity independently or get a job.

Población objetivo: 

Young people from 18 through 24 years of age who have permanent residence in the country, have not completed primary and/or secondary education and are unemployed.

Young people who exceed the maximum age limit for participation in the program may continue the activities until a period of 24 months from the time of incorporation.

Descripción: 

Provides optional training benefits, not exclusive, and that involve complete basic education, orientation and induction to the world of work, training, business management courses, generating ventures, job training in the private and public sector. To these benefits monthly financial assistance is associated, and some of them also have incentive awards.

Municipal employment offices are the link of the beneficiaries to the program and are responsible for the recruitment, enrollment, allocation of benefits and monitoring of young people through mentoring and work history update.

Those interested in the program should request an interview at the Employment Office. A counselor will interview for details on the programme and their work history will be completed or updated. After this record, an agreement will be signed and will be sent for validation, to the Employment and Training Departments of the Ministry of Labour.

The first step of the programme consists on attending workshops on orientation and induction into the world of work.

These workshops last two months and are a compulsory step prior to participating in the other activities of the programme, except for primary and/or secondary studies which may be carried out while attending the workshops.

Factores clave: 

• The programme allows young people to participate in different educational benefits, not exclusive.
• Recipients receive financial assistance associated with educational or employment benefits.
• The workshops on orientation and induction into the world of work enable young people to define a training and occupational project.



Resultados: 

• As from June 2008 to December 2011, 438,460 young people joined the programme, and 230 municipalities in 23 provinces adhered to it.

• In January 2012, 76,049 young people who joined the programme were assigned to benefits and have financial aid.


• As from the beginning of the programme  (2008) to January 2012, 264 ,06 young people participated in the "Workshop orientation and induction into the world of work."


• The insertion in processes to finish basic and medium studies is the benefit  with the largest youth participation after having attended the workshops,  from 2008 to January 2012, 275,481 young people attended.


• By January 2012, 54.7% of young people have joined the program 6 months before or more.


• The female participation rate is 51.2%.


• 74.4% has up to 21 years, including 41% who are under 20.


• 90% of young people completed primary education and as highest level has "incomplete secondary".


• 72.3% of young people reported not having work experience (never worked), while among those who did work they did mainly in low-skilled activities. 56.2% performed only unskilled tasks.


• 43% have expectations to perform more skilled tasks.
