Objetivos: 

General:

  • Train low-income young people to increase their competences in order to enter the labor market.

Specific: 

  • Develop technical competences, in a specific occupation, to reach a level semi-qualified or qualified.
  • Generate abilities that facilitate the labor insertion or the generation of a microenterprise.
  • Offer labor experience in a company.
Población objetivo: 

Young people:

  • 18 to 29 years.
  • 16 and 17 years with parent responsibility.
  • Having approved primary school (8 years).
  • Without high school studies.
  •  Be accredited as low-income people by the OMIL.
  • Little or no work experience, unemployed, seeking work for the first time, underemployed and inactive.

Young people can access two levels of training: semi-qualified and qualified.

The courses include modules on information technology, competencies for employability training in an occupation, work practice or technical assistance, job placement and mentoring.

They get work experience in companies.

Beneficiaries receive free training, accident insurance, mobilization and food allowance (the latter only in courses with more than 6 hours).

In 2011 the programme was implemented in the following regions: Coquimbo, Valparaíso, Maule, Bío Bío, La Araucanía, Los Ríos, Los Lagos, Metropolitana.

Factores clave: 
  • The course curriculum is based on market demands. Their relevance increases the likelihood of the inclusion of beneficiaries and low dropout.
  • Training is performed by OTEC, nonprofit organizations devoted exclusively to the education and training of young people.
  • OTEC must submit to SENCE an annual programme of training activities before the end of the year preceding its execution. This is subject to a pre-qualification, aimed at measuring the quality and relevance of the proposed actions. They are financed with budgetary resources available for the implementation year.
  • Work is carried out jointly with OMIL as intermediaries for the selection and referral of beneficiaries to OTEC.
  • The final selection of beneficiaries is done by the "Centers of application to training" under the national scholarship programme. The definition of the criteria for selecting candidates allows focusing the recipient according to the profile of each programme. All this is reflected in a very low attrition.
Evaluación: 
  • Labor insertion reached 75%.
  • 38% of beneficiaries are trained for construction, 34% for the service sector and 21% for industry. This coincides with the distribution of resources.
  • 7% of people are reinserted into the educational system.
  • The return on investment is faster in the construction sector and in the metropolitan area.
Resultados: 

In 2010, 3522 young people were trained and the aim was 3483.
