To develop and establish the National System of Standardization and Certification of Labour Skills (SNNCCL) in the country, according to its own characteristics and in line with economic and social development priorities.

INSAFORP has set up an organizational development process focusing its efforts on labour competency-based training, under which the SNNCCL has been designed and promoted.
It is a demand-driven and result-based system. It aims to provide information on what people can do in the work environment, which helps to achieve greater institutional coordination, greater permeability between enterprises and training services and, consequently, greater updating and adaptation possibilities. The system has been designed as a tool for lifelong learning, facilitating the lifelong development of skills and improving the opportunities for workers’ personal and vocational progress.
The SNNCCL has been implemented gradually, through sectoral pilot projects. INSAFORP, in collaboration with ASIPLASTIC (Salvadorean Association of the Plastic Industry), is currently developing a functional map, skills standards, tests, diagnoses and evaluation tools, and designing the application of these materials for the training and certification of professionals in the plastic industry.
As the implementation of training actions is decentralised through a process of contracting public and private entities, the development of skills standards starts to create a frame of reference to guide the curricular development of training centres and to facilitate the diagnosis of needs and the selection of human resources for enterprises and the construction of training paths for people. Consequently, one of the SNNCCL strategies is the promotion of the frame of reference among different stakeholders.

In the plastic industry, 4 skills standards were developed with their respective diagnostic tests and evaluation tools.
