Cinterfor welcomes its new Director

As of January 1, 2024, Elena Montobbio has taken up the position of Director for ILO/Cinterfor.

Elena is a lawyer graduated from the Universitat de Barcelona and holds a European Expert Master's in Trainer Training from the Universitat Politècnica de Catalunya (UPC), with a Postgraduate Degree in Adult Education from the Central American University of Nicaragua (UCA).

She has accumulated 30 years of experience in issues related to development cooperation in Latin America. In July 2023, she temporarily took over the direction of the International Labour Organization (ILO) Office for Argentina. Previously, she led the ILO Office for Central America, Haiti, Panama, and the Dominican Republic, based in San José, Costa Rica. Moreover, she held the position of Deputy Director of the ILO Office for the Andean Countries, located in Lima, and was the Principal Technical Advisor in the ILO Regional Office for Latin America on programs for the eradication of Child Labor in the region.

Her professional career is distinguished by her time at the Spanish Agency for International Development Cooperation (AECID), where she led the Department of Sectoral and Gender Cooperation; as well as the general coordination of AECID in Nicaragua and Peru. In Nicaragua, she served as Coordinator of the Literacy and Basic Adult Education Program (PAEBANIC) and, previously, participated in community social development projects in neighborhoods in conditions of social exclusion in Europe.
