Este informe resume los avances en el mundo del trabajo de América Latina y el Caribe durante el bienio 2010-2011, a los que la OIT ha contribuido de diferentes maneras. También incluye una reflexión acerca de las perspectivas 2012-2013 y los desafíos que la Organización enfrenta para continuar impulsando la agenda de trabajo decente en esta parte del mundo. Su propósito es proporcionar información de tendencias y procesos en los países de la región y analizar los aportes de la OIT.

It is interesting to study this new instrument for a variety of reasons. First, for a number of years, the ILO has been reviewing and updating its stance on labour standards, and the new Recommendation sheds light on this process. Second, the Recommendation contains a series of innovations in the area of themes and focuses in vocational training, and it is imperative to investigate exactly what these are.

It may call the attention that decency and work will join together as a new compound, when, not so far, the expression "a working man" was synonym of a "a decent person". What has happened since then so as to be necessary , in the threshold of a new millennium, "create a paradigm of decent work"?

Changes in the way of production and the market structures, technological innovation, new models of organization of work, changes in the roles and actions of the State regarding education and training, added to other macrosocial processes, make it imperative to rethink the objectives and action strategies of the social players in the field of education, vocational training and human resources development.
